Classified for years — and still heavily redacted — here is former CIA Inspector General John Helgerson’s 2004 report into the CIA’s Bush-era interrogations operations. The ACLU sued to obtain the controversial report, which was so charged within the agency that former CIA Director Michael Hayden clashed with Helgerson over the inspector general’s independence and investigative authority.

TWI is publishing the first half of the report now and will update this piece with the full report as soon as is technologically feasible.

The current CTC Detention and Interrogation Program has been subject to DoJ legal review and Administration approval but diverges sharply from previous Agency policy and rules that govern interrogations by U.S. military and law enforcement officers. Officers are concerned that public revelation of the CTC Program will seriously damage Agency officers' personal reputations, as well as the reputation and effectiveness of the Agency itself.

they're concerned about the long term effects of torturing and ending up in the world court. though one officer says it still had to be done.

14. Kudos to those who are wading through this.

The documents look like something out of the 1950s COINTELPRO files. A mess. Someone's going to have to transcribe this. There's gotta be a cleaner version out there.
