It depends on how they were deleted, where they were deleted, and what process was used to delete them.
Computers have an amazing ability to retain information they once stored.
So, it depends on the definition of what deleted is. They may not necessarily be gone for good.

Lots of times a 'delete' just removes the reference to a file. If the file is still on the hard drive but has no reference in a directory then it may be recovered. If the file was written over, it will not be recoverable.

If they did deliberately delete emails, they are in BIG trouble. Fitz directed the White House and the RNC to retain emails since 2005 during the Plame investigation. Deleting emails in the face of a special prosecutor means obstruction of justice charges and prison time.
