This is the way the GOP operates, pretend they are looking out for the little guy but they are really looking out for Business.

If so, he said it because he knew it would stimulate long statements by legislators wanting to be filmed defending insurance for pregnant women. That could delay things for another hour.
Apparently yesterday he made a comment later in the proceedings that was identical to one he had made earlier that day and got mad at being reminded of his time limit.
