Is it going to be the legislature? Ballot initiative?
If it's the state legislature I would love to see some of those people take a no vote on it.

They're said to be talking of possibly by referendum, legislature or even just a gubernatorial decree.
I have a sinking feeling it will be either legislature or gubernatorial decree.
