This might help answer it:

A cow catcher is a device attached to the front of a train in order to clear obstacles off the track. Invented in 1838 by British engineer Charles Babbage, the cow catcher is now used mostly in North America, as modern European railway systems tend to be fenced off and less susceptible to the danger of foreign objects on the track. In the locomotive industry, a cow catcher is more commonly referred to as a pilot.

Thomas the Tank Engine is British, so he wouldn't have a cow catcher.

11. Personally, I love Michael Steele he's such a cause of mirth every day.
I enjoy laughing with him tremendously, but I wonder how he maintains it :) I'd hate to see him when he's down though, like any other over the top comedian it's usually cover for something dark and painful. Maybe he really is just that stupid, but I can't bring myself to believe that - I think he does it on purpose.
