Question about P.O.
Source: TPM

"The bill remains nominally more expensive than the Senate Finance Committee proposal, but would cover 96 percent of all Americans, providing greater bang for each federal dollar spent. And, aides note, the bill that comes to the floor of the Senate will be a hybrid of the Finance and more expensive HELP Committee bills, so the price is expected to rise."

I've read on a few other forums that 4% will not be covered in Public Option. Who are those 4 percenters? Why won't they be covered?

We will all be lucky if the public option covers MORE than 4%

The bill will provide a means to cover 96% of people, but they aren't expecting those 96% to be covered by the public option. Most will be covered by employer insurance, then Medicare/Medicaid, and some may get private subsidized insurance or the public option

4. That's not what that means
No bill will cover everybody because there will always be those people who flat refuse to participate and others who will be covered by the waiver. That 4%, or 3% in some bills, are people who still won't be covered by ANY health plan.

They only expect about 5% of the country to sign up for the public option because the choices of employer coverage, those who will choose insurance, expanded Medicaid, etc.
