Then by definition the economy has not created sufficient jobs to meet the demand of those interested in working.
Hence the label, jobless recovery.

a "recovery" is taken to mean that the gdp is finally going north instead of south. that's only ONE of many factors in the economy.
in particular it says nothing about how that gdp is distributed among industries, regions, classes, people, etc. if the oil companies are making gazillions while everyone else is losing just slightly less than that, then the economy is "growing". the bottom line, is not all gdp numbers are created equal, so you have to look at the real story.
for that reason, terms like "jobless recovery" or "rolling recession" or "regional recovery" are useful as they at least try to get at some of the other variables. still, it's always a huge oversimplification.
much of our gdp numbers over the last 8 years have been based on cutting costs via outsourcing, energy companies raking in shitloads because iraq was taken offline, financial companies going bonkers, and the military contractors feeding at the trough. not healthy or sustainable at all. but obama can't slash this without making up the spending and/or jobs elsewhere or he'd (unfairly) get the blame for putting us back into recession.
