I doubt they ever listen to anything.
I've had mixed results with on-line comments. Usually I get no response. When I do, it is usually weeks later. All I ever got from Santorum was a form letter that had nothing to do with whatever issue I had written about - just a list of GOP talking points. Specter is pretty good about sticking to the issue, but his replies are so old by the time I get them that I don't even remember when I sent the comment. Casey is both quick and keeps to the point. I like that. Platts is an unusual bird. His replies are not only to the point, but he doesn't throw out the standard GOP talking points. His responses actually explain WHY he differs from my opinion.
When I lived in NH, Charles Douglas (R) was my first representative after moving there. Every month I would get his newsletter in the mail (with a Congressional frank for postage), and it was always full of "Here's how much I'm like George H.W. Bush this month". No matter what I wrote about, the response would be a short note thanking me for my concern and stating that the answers were in the enclosed newsletter (which I had already received). Dick Swett (D) (yes, that was his name) defeated him in the next election. I always got replies very quickly that were to the point and provided additional information and details that I hadn't seen elsewhere. His office must have kept great records, because if an issue touched on a subject I had written about before, the response would mention that I had written about it and explain how it fit in with the current issue. No other member of Congress has done that since!
