How did Paul Wolfowitz become head of the World Bank in the first place?
Do they rotate between UN members, and it happened to be the US's turn to have a US citizen as the head?

1. Nope, there was an interview process.

Former CEO of Hewlett-Packard, Carly Fiorina was in the running at one point for instance.

As the largest financial stakeholder in the World Bank, the U.S. gets to choose the nominee.
