WASHINGTON (AP) -- U.S. Rep. Rahm Emanuel launched a lengthy attack on the scandal-plagued Bush administration Wednesday, saying its troubles are the result of partisan politics taken to new heights.

Under President Bush, "no function of the federal government is free from the influence of politics," Emanuel, a Chicago Democrat and chairman of the House Democratic Caucus, said in a speech to the Washington-based think tank The Brookings Institution. snip

In his speech, he said he was not so naive to contend that politics is a "dirty word," but he sees Bush operating differently.

"Not since the days of Watergate, when our judicial system and intelligence community were deployed by the White House in the service of partisan politics, have we seen such abuses," he said. "And in many ways, what we have seen from this administration is far more extensive."
