Virginia Defies Federal Health Legislation
"Virginia may become one of the first states to enact a laws against federal health care legislation.

The House of Delegates passed legislation defying any federal effort to mandate insurance coverage. The Republican controlled chamber approved three Senate bills Friday with a veto-proof two-thirds majority. Those measures now go to Governor Bob McDonnell's desk. Mcdonnell is expected to sign the legislation."

2. Virginia is in a race with Missouri to do that
Frankly, given the state of the current health bills, I think that is a good thing.

It will probably go to the Supreme Court, which could make for interesting theater. They'll be caught on the horns of a dilemma, please their corporate masters and mandate people buy insurance or go for the states' rights argument and weaken the union.

4. I don't see the big deal
It doesn't forbid Virginia residents from buying insurance, it just says they can't be forced to. Anyone that wants to keep what they have or buy through the exchange can still do so.

6. I assume this means they'll be exempt from the penalty too, right?
And if that's the case, they'll have the best of both worlds: They won't be forced to buy insurance, but the insurance companies can't turn them down when they do.

Or does this mean that Virginia will be exempt from all the reforms (if there are any) and maintain the status quo?
