Do you guys think Bloomberg is lying about the cost of trying KSM in New York?

Bloomberg recently requested 216 million dollars for NYC to hold the Khalid Sheikh Mohammed trial; but that was only AFTER he was pressured by hawks and Wall Streets real estate into flip flopping. But here's how much he requested prior to caving:

ALTERNET: Feb. 16, 2010: "At first backing the plan, Mayor Michael Bloomberg and Police Commissioner Raymond Kelly asked for 75 million to hold the trial, and then raised it to 216 million after fear-mongering politicians lined up to denounce the plan and weave doomsday scenarios for their constitue"

So how much is it? 75 or 216? Is Bloomberg lying to please his masters?
