These "radical regimes," such as the Christian-dominated government in Uganda, are trying to prevent the spread of AIDS and protect traditional moral values by toughening laws against homosexuality.

then shouldn't they not only be encouraging gays in the military, but raising their own kids to be gay/lesbian and to join the military too?

That is the aim at least create the threat of one.
All of these threats are supposed to scare us into submission.
And the gay issue is wonderful for them to stir the christian right into a furry and among them are some nuts that will act.
