It convenes whenever a Democrat is accused of malfeasance. When a repuke commits an act several orders of magnitude worse, it's all obfuscation & sweeping it under the rug until people forget about it. Of course, most Democrats are too 'polite' to remind anyone of repug malfeasance, so it goes undiscussed and unpunished.
