Congress, thanks to RepubliCONS developing the model, think only the uber rich can save them, I mean fund them.
I've seen studies that clearly show that having the most money in a campaign will not guarantee you a win. You have got to have the votes.
If the voters themselves are giving you money then you know you have 2 things - their donations and their votes.
