I have been to Cuba over 2 dozen times, & after airport entry I have NEVER been asked for my papers. |

And I look like a gringo. Plus, Cubans in Cuba don't carry papers when out and about and I've never seen anyone in Cuba being asked to produce papers on the street, and there's hardly any cops (who are all unarmed) to be seen.
AZ is much more of a gulag state than "Castro's Cuba" (excluding, of course, the US's own gulag at Gitmo) in more ways than this.
