It will also serve as some indication of how motivated the anti-incumbent voters are this year. After all, you can't get any more incumbent than Arlen Specter. How long has he been in the Senate?

To overcome the ground game and organization that Specter is borrowing.
Arlen Specter is the officially endorsed candidate of the PA democratic party.
As such,the state democratic party's GOTV operation can and will be used for Arlen.
