This is at Perdido Pass in Orange beach.
It's the main outlet to the gulf from back bays and the Intracoastal Waterway (ICW).
As you're looking at the bridge, Florida is just a mile or so to the right.

You're looking at steel pilings sticking up out of the water.
The floating, horizontal steel pipes will form the boom. They're 36" in diameter and filled with styrofoam.

5. It does appear to be 'fpfb'.
The boom is angled across the pass to guide the oil, not block it.
Now I hope they have plans for a containment/collection vessel at the downstream corner near the bridge so they can pump out what comes in.

4. I'm skeptical it will work.
It won't take much wave action at all (2 or 3 feet) for the oil to was right over the booms, and subsurface oil will go right under... and a tropical storm or hurricane will tear those booms loose and send them everywhere, probably causing a fair amount of damage.
