Bush orders contingency plans for attack on U.S.

WASHINGTON — President Bush issued a formal national security directive Wednesday ordering agencies to prepare contingency plans for a surprise, "decapitating" attack on the federal government, and assigned responsibility for coordinating such plans to the White House.

The prospect of a nuclear bomb being detonated in Washington without warning, whether smuggled in by terrorists or a foreign government, has been cited by many security analysts as a rising concern since the Sept. 11, 2001, attacks.

The order makes explicit that the focus of federal worst-case planning involves a covert nuclear attack against the capital, in contrast with Cold War beliefs that a long-range strike would be preceded by a notice of minutes or hours as missiles were fueled and launched.

"As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received," states the 72-paragraph order.

The statement added, "Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions."

but maybe because they staged 9/11, they didn't have to worry about it....God, I really hate where my mind goes when I see this shit - Jan 2009 can not come soon enough!

6. Interesting juxtaposition of words: "decapitating" and "WH gets control"
The inherent assumption is that "decapitating" the federal government would leave the White House intact.

Can't disagree with that, but it's interesting that they acknowledge it.

After all, the fact that we're fighting them over there pretty much assures that we won't have to fight them here, since they're not capable of coming here to attack us while we have them bogged down in Iraq and Afghanistan. We're better off pouring those resources into continuing to fight them over there, then if we get hit here, they can at least say that "no one could have anticipated that they would attack us here when we had them bogged down in Iraq". Having a really good excuse handy is a perfectly good substitute for not having any contingency plans in place, as we've seen over and over again with this "administration".

24. A nuclear attack by terrorists on US soil is more-or-less inevitable.
Sooner or later, they'll get around to it. Bushco my be crazy (they are), but I don't think they're crazy enough to actually detonate a nuclear device in DC just to retain their hold on power. It's not about them, really, anyway--it's about making sure that the corporatist oligarchy stays in power. Bushco's secret weapon isn't a nuclear attack on DC--it's Hillary Clinton. And no, it doesn't surprise me that they're just getting around to this now--they really are that incompetent.

'Business interests will reign him in', 'his personal ambitions will have to take a backseat to practical political concerns', etc. In the last 6 years, I have been repeatedly shocked at just how much the neocon faction of the right-wing adores their power- and how brazenly they act to expand it.

I'm not saying I think they'd initiate such an attack, but I don't think for a second that it's concern for life that would stay their hand. More likely simple fear of being caught. And I haven't any doubt at all that they'd leave the door wide open for others who might do it.
