Freedom of speech does not mean *I* can't shout over you or that *I* have to let you speak |

I don't particularly like having to say it like that, but 1st amendment only prevents CONGRESS or your STATE from limiting your speech at an institutional level.
Of course, this doesn't mean you should be a dick to others.

speech" encompasses a principle as well as a Constitutional right. For example, shouting someone down IS contrary to freedom of speech. It's just not illegal from one person to another. In poor taste, cowardly, unethical, yes. But not illegal. The principle is the free exchange of ideas. The law is the limit on what speech the government can restrict.

if someone tried to shout over me and I got irritated then I'd pull a bullhorn out (prepared ahead of time) and say shout over me now, lol.
But the second part I don't get, how could anyone not "let" someone speak? Ain't gonna happen, unless you are going to do something against the law like putting a gag in their mouth and assault them or somethin'.
