Full funding for the War effort, IF:
It goes mostly to armor
It becomes resolved that the Iraq War is NOT a part of the War on Terror
It becomes resolved that the Iraq War has made Al Qaeda stronger
It becomes resolved that the Iraq War has created a crisis worse than Saddam's reign
No more non-competitive contracts
