Austrian Newspaper Reports Changes in Cuban Economic Policies
My rough translation (correct me if I'm wrong):

Havana -- The communist government in Cuba suddenly loosened its grip on two sectors of the economy. On the one side, foreign investors may now obtain 99-year leases on government land. On the other, Cubans may grow and sell their own fruit and vegetables. Both of these measures were announced on Thursday and Friday and will be immediately in force.
