And that seems never ending. The Feds are even paying for part of the interest costs on state borrowing through the build America Bond program and may be asked to step in if any states are in danger. Moreover what is the race to the top money? Looks like education funds to me.

Cartoon over-simplifies the situation because local government typically funds social services.

Education will be an ongoing concern. In fact Obama needs to get on the lapse of the Bush fax cuts because there are some education expense credits that are going to lapse.

rttt isn't making up the shortfall, nor is it being equitably distributed. it's a competition, & only some get it -- in return for instituting anti-teacher, anti-union policies.
