Okay, so that's a mild version of a Republican push-poll, but it is all I could fit in the OP.
Damn I'm getting tired of them. The calls keep coming in with what look like local numbers (as in MY EXCHANGE), but they're obviously faked caller-id numbers. I answer local calls because they might be for one of my daughters. I ignore anything that says "Unknown" or "Unavailable" because that's obviously bullshit I don't need to waste my time on. Damn would I love to have a law that fined people or companies about a trillion dollars for faking caller-id listings.

With traditional TDM services a lot of companies (or I should say switches) (Example DMS250 side) allow you to outpulse whatever you want on the PRI or T1-CAS circuit as a billing TN is assigned to the TG for proper rating. This is frowned upon by the FCC but nothing really ever happens.
Some companies reserve numbers from multiple rate centers around the country to use in this fashion. This is perfectly legit. (As long as the carrier can rate the call properly and tell if the calls are intra-lata, inter-lata, interstate etc.,)
Example companies- say you are running a skip tracing agency.. or You have a cleaning company in multiple states, but a single call center in Chicago. You want your return calls to look like they are coming in locally to your customers.

Let me rephrase that - the FCC must be getting paid off a shitload not to give a shit. Damn. I remember getting our first T1 line back in 92 or so - you know, back when T1 was fast.
Still, it isn't just a matter of being tricked on the receiving end. People are being hit with huge charges on "pay per minute" plans because the spoofed number results in tricked people calling the number to get the deal. It is a major problem and should be illegal. If you're a legitimate business or organization, then post a LEGITIMATE NUMBER on the caller id.
