Maybe this is nothing, but it has echos of other stolen elections. I wonder who who these "12,000+" voters are? Mostly Dems? repukes? Maybe I'm being paranoid, but since the 2000 selection, I wonder which votes count and which ones don't. Creeps me out.

1. I don't think so. This looks like due dilligence to me.
The agency then followed up with two rounds of mailers to those whose names didn't match, whittling the number of mismatches down each time. In the most recent mailing, the GAB and the Milwaukee Election Commission sent letters to 16,552 voters, most of which were returned as undeliverable a second time. As a result, 12,431 names have been inactivated.

some of them are part of the 40,000 Wisconsinites who die each year.

some of them are people who move within the state but for whom mail forwarding has expired.

some of them are due to emigration from Wisconsin , although net migration has been positive for Wisconsin for most of the last decade, many thousands of people move out of the state each year, particularly retirees and young adults.

Not being able to verify Wisconsin residency for 12000 of the approximately 3.4 million registered voters seem reasonable.

3. and with all the foreclosures, there are probably many people who are on the move
voter registration may not be high on their list right now:(

4. We've got election day registration in Wisconsin
This shouldn't disenfranchise anyone, but every dem should go to the polls expecting to be challenged. Putting proper identification such as a driver's license, and multiple evidence of residency in your pocket (a library card, a tax bill, bank statemenst with address, utility bills, etc) are all part of getting dressed to vote.
