16. I'm pretty sure that Senate Majority Leader is based on seniority.
Since Franken is the most junior Democratic member of the Senate, there's absolutely no way that he could be given the Majority Leader position.

On edit: I looked it up - he was majority leader in his second term.

I'm ashamed to say a while back when I first heard Durbin was interested, I was secretly hoping to myself that Reid would lose just so we could get a vertebrae in his place as majority leader. The thought of Angle being a US senator has certainly slapped me back to reality though.
