Did Bush actually give the rich a "tax" cut ?? |

The term "tax cut" implies that the rich had their income tax reduced due to a surplus of tax revenues collected from them. This surplus being tax money saved by budget cuts during Clinton's term of office. But did this "Clinton tax surplus" actually exist? Or was this so called "tax surplus" really the over payments of Social Security contributions? (I believe these over payments have been counted and used as general taxes for years). Is it possible this is the real source of the "surplus" that Bush gave to the rich, and called it a "tax cut"? Has any DUer any insight into this? Especially now the claim by the Republicans is the system is "broke". I have never heard this charge made by anyone on the Left so perhaps I am just a little paranoid in thinking this may be the case?

It might have been on the Bush/Cheney agenda when they won.Just speculating. We know the greed and lack of integrity was there.
