Looks like the beginnings of a bird's nest. His side whiskers were how the term "sideburns" came to be, according to some sources. In England this particular style was called Piccadilly weepers. Burnside apparently adopted the style from England. Such a fashionista!

Here's a modern wearer...needs a little work, eh?
