Oscar Arias' Seven Point Proposal Reported Largely Rejected by Both Sides

Telesur just covered a brief press conference by Costa Rica's communications minister. She said that Arias offered a 7 point proposal to resolve the situation.

Mediator proposes return of ousted Honduran leader

By MARIANELA JIMENEZ

The Associated Press

Arias says ousted Honduran leader Manuel Zelaya should return to power at the head of a reconciliation government and that presidential elections should be moved up a month to October.

Arias says in a statement he is also proposing a general amnesty for all political crimes committed before and after the June 28 coup. He says Zelaya should give up control of the armed forces a month before elections.

Arias made the proposals Saturday as he tries to mediate a solution before greater violence can erupt in the nearby nation. Many of the proposals already have been rejected by one side or the other.

1. Interesting that they would force Zelaya to give up command of
the military one month before the election which is now proposed to be a month early. That means Zelaya would have to give up control by the end of September.

I think the people had one goal in going to San Jose -- to run out the clock. This proposal could have been discussed within five minutes and within another five minutes they could all agree to disagree and go home. By having it drag out, it gives Zelaya more time to prepare and manuever. Once these discussions conclude, all attention will be on Zelaya's homecoming.

2. They should demand the ouster of the SOA graduates from the military
Arias is treating Zelaya as a guilty party. Like Fidel and Hugo said, Arias is a lapdog of Washington trying to buy time.

was the clearest signal possible. Democracy in Latin America is not going to be supported by her State Department and we can't blame "moles". That was Hillary.

7. Just tuned in to Radio Progreso out of Honduras



and the consensus is that Point 1, the immediate, unconditional reinstatement of Zelaya, is not negotiable.

Without that, the other six points are meaningless.

8. The coup will be over tomorrow if Obama were to freeze the golpistas' assets in US banks
The fact that Obama hasn't done that, added to the fact that the Cuban wonder Hugo Llorens is still our ambassador in Tegucigalpa, is evidence that the US supports the coup.
