Why didn't the Federal Government give states the go ahead to do their own prevention?

Why didn't the Federal Government give states the go ahead to do their own prevention?
If they want to burn something or try to stop the oil from reaching land, someone should've just gave them the go to do it. Or is this just Jindal being a asshole.

1. It could be that the way the laws have been written in favor of
the oil companies, if civilians and states are involved it could impact the outcome of BP's liability. Random thoughts....

2. The feds have a responsibility for oversight
they can't just say, "do whatever you want" hoping it might help.

that's largely how this mess occurred.

3. I saw Jindal, he's taking grandstanding to another level.
Didn't he declare a state of emergency? He basically said he hoped Obama is bringing an order and equipment with him on Air Force One.

Alabama went to work on building berms in early May.

On the west end of the island, where so many of the elevated, rental houses stand, the oil spill response teams are building an 8- to 10-foot high sand berm for three miles along the south side. It's built one dump-truck load at a time to keep storms from washing oil across that end of the island.

With tar balls already washing ashore in Alabama and Louisiana, residents here turned to desperate measures, enlisting 125 Alabama National Guard troops to set up several miles of sand berms and military barriers on the beach to protect a fragile ecosystem and the substantial tourism industry.

4. After his volcanic remarks, I'm sure that he is seizing his bullhorn moment, aka....
capitalizing on a disaster by looking busy and loud.

After all, Americans have been trained like seals to wanting to "see"
something, or else as far as they are concerned, nothing is happening.

Good for Jindal! He's a typical Republican through and through.

5. Because sometimes you can do more harm then good.
The sand berms could inadvertently divert the oil to Mississippi, the sand could be wasted because the oil is already there on the marshlands.

And then there is this:

Some independent experts and the U.S. Environmental Protection Agency have questioned whether the barrier system could be completed in time to keep out the oil.

"The horses are already out of the barn. The oil is already out there," said Len Bahr, who served as a coastal adviser to five Louisiana governors, including Jindal.

Bahr said the berm plan is a ploy to push the costs for a long-standing barrier island restoration program onto BP.
