What is the process for authorizing caucuses in the House?

2. Considering the person behind this caucus and that other Republicans are tip-toeing on this.
I was figuring that it might not be sanctioned.

3. Reps can caucus with more than one caucus
The Progressive Caucus and the Blue Dogs both caucus with the democratic party. Then there are a ton of little caucuses. Here is a list of all of them
