He is doing the best he can under the awful circumstances left him and the punches coming from all directions at him.

I can't think of anyone else on the planet that would do better. I believe he is a sincere and honest person that has to work in some frameworks of empire that I'm sure he is not too thrilled about but will handle it best he can.
