If you created cloture based on the the number of residents a Senator actually represented. The The Democratic caucus would have about 75% of the voting strength instead of just 60%.

In theory, the twenty least populous states, possessing almost exactly 10% of the population can thwart the will of the 90% Majority. That is just not right.
