Its the overall issue of US aid to Egypt.
The population are acutely aware that rather than the aid being used for the helicopters and tanks etc a substantial amount of it is used to pay inflated wages to Mubarak's Central Security Force which buys their loyalty.
In effect the US is funding the defeat of the protesters.
