if he's human, he has a few concerns:

1) holding onto his wealth and or power (and we've seen that power is more important to wealthy people than money)

2) how did he get that wealth? what does he think the rulers that follow him will think of how he get his wealth?

3) he has the means to help answer these questions to use his means of force to ensure that the questions are answered in his favor.

4. he got that money from the U.S. taxpayers, it was given to Egypt for the

NATION of Egypt, but obviously, he personally pocketed it. Just like most dictators who rule under "emergency law" for 10 years, or 20 years, or 30 years, etc. Yet another reason to cease giving aid on the same terms, noxious leeches have found easy money.
