Here is what the Repigs are claiming as a "Victory" aka They got the Rider kicked out of them.

...
In fact, the deal is filled with several non-budget policy “riders” that bring some of the House Republicans’ favored causes into the budget agreement. Here is a list provided by the House Republicans:

— Guarantees Senate debate and vote on repeal of Obama’s health reform law. The House passed such a bill in January.

— Requires numerous studies of health reform that Republicans say “will force the Obama administration to reveal the true impact of the law’s mandates,” including studies on the law’s affect on premiums, the number and cost of contractors hired to implement the law and “a full audit of the waivers that the Obama administration has given to firms and organizations – including unions – that can’t meet the new annual coverage limits.”

— Denies additional funding to hire more IRS agents.

— Requires mandatory annual audits of the Consumer Financial Protection Bureau, created by the Dodd-Frank financial reform law, by both the private sector and the Government Accountability Office. The audits will examine the effects of the agency’s actions on the economy, including its impact on jobs.

The Senate votes on Healthcare Reform funding and Planned Parenthood are doomed to fail.

So what's left to crow about??

Studies? Audits? IRS Agents??

Is this all that's left of that mighty list of Riders I saw a few days ago???

The GOP has flat out failed in the power grab that this budget was meant to be.

What are they going to tell their base when they ask why 'Obamacare' wasn't defunded???

1. We haven't seen the new bill yet
They voted on a continuing resolution for 1 weeks. It will be interesting to see what is in the house bill next week.

2. If they had gotten more, they certainly would be gloating about it.
Not admitting that they got so little.

4. What are you talking about? They got the Dems to agree to cut $38.5 BILLION from the budget.
That's going to have real effects. Plus the amount is even $6.5 billion MORE than Boehner wanted originally, after the White House released its proposed 2011 budget.

Your own link talks about what else they got, in the part of the story you didn't quote.

This 'compromise' was about the Dems getting punked, yet again. Once again, Repugs stake out a negotiating position that's based on absurdity, say they won't budge, so the Dems obligingly meet them more than halfway. It's truly awful.

5. Here's what Boehner said he got
Via Boehner's site

...Here are some key facts on the bipartisan agreement:

THE LARGEST SPENDING CUT IN AMERICAN HISTORY. The agreement will immediately cut $38.5 billion in federal spending – the largest spending cut in American history in terms of dollars – just months after President Obama asked Congress for a spending “freeze” that would mean zero cuts.

HUNDREDS OF BILLIONS IN SPENDING CUTS OVER THE NEXT DECADE. The agreement will cut hundreds of billions of dollars from the federal budget over the next decade – “real money,” as the Wall Street Journal editorial board recently noted.

OFFICIALLY ENDS THE “STIMULUS” SPENDING BINGE. The agreement begins to reverse the “stimulus” spending binge that began in 2009 – signaling the official end of a period of unprecedented government intervention that former Federal Reserve Board Chairman Alan Greenspan and other economists say hurt job creation in America by crowding out private investment.

SETS STAGE FOR TRILLIONS MORE IN SPENDING CUTS. Clears the way for congressional action on House Budget Committee Chairman Paul Ryan’s budget – The Path to Prosperity – which cuts trillions in spending and offers a long-term blueprint for American job creation.

GUARANTEES SENATE VOTE ON REPEAL OF OBAMACARE. The agreement reached with Senate Democrats guarantees a Senate debate and vote on legislation that would repeal President Obama’s government takeover of health care in its entirety. The House passed such legislation in January as part of the Pledge to America.

NEW TOOLS IN THE FIGHT TO REPEAL OBAMACARE. The agreement will generate new tools for the fight to repeal Obamacare by requiring numerous studies that will force the Obama Administration to reveal the true impact of the law’s mandates, including a study of how individuals and families will see increased premiums as a result of certain Obamacare mandates; a full audit of all the waivers that the Obama Administration has given to firms and organizations – including unions - who can't meet the new annual coverage limits; a full audit of what's happening with the comparative effectiveness research funding that was in Obamacare and the president’s failed “stimulus” spending bill; and a report on all of the contractors who have been hired to implement the law and the costs to taxpayers of such contracts.

DENIES ADDITIONAL FUNDING TO THE IRS. The Obama administration has sought increased federal funding for the Internal Revenue Service (IRS) – money that could be used to hire additional agents to enforce the administration’s agenda on a variety of issues. This increased funding is denied in the agreement.

GUARANTEES SENATE VOTE & DEBATE ON DE-FUNDING PLANNED PARENTHOOD. The agreement with Senate Democrats guarantees a Senate debate and vote on legislation that would end federal funding for Planned Parenthood.

BANS TAXPAYER FUNDING OF ABORTION IN THE DISTRICT OF COLUMBIA. The agreement includes a complete ban on local and federal funding of abortion in the District of Columbia, applying the pro-life principles of the Hyde Amendment (“D.C. Hyde”).

MANDATORY AUDITS OF THE NEW JOB-CRUSHING BUREAUCRACY SET UP UNDER DODD-FRANK. The agreement subjects the so-called Consumer Financial Protection Bureau created by the job-destroying Dodd-Frank law to yearly audits by both the private sector and the Government Accountability Office (GAO) to monitor its impact on the economy, including its impact on jobs, by examining whether sound cost-benefit analyses are being used with rulemakings.

Now some of the comments:

Where's the 100billion?

James Lowery commented on 4/9/2011
There is one word for this 'agreement'....CAVED! Guaranteeing votes in the Senate on bills that are doomed to be voted down isn't a deal. And Audits with no TEETH are useless. So Caved on the first budget fight....what will you to do poor Paul Ryan??

Frank Gutting commented on 4/9/2011
As a conservative, Tea Party Member, and an avid follower of politics, I just want to let you know that this deal has upset a lot of people. Republicans made a major mistake by promising to cut $100 billion and then settling at $38 billion. You need to do better on the future battles or you will face primary challenges in 2012. The battle over the debt limit must result in MASSIVE (hundreds of billions to trillions) cuts before a single dollar increase. Finally, the 2012 budget must result in a serious change in the trajectory of our financial situation. Please don't let us down.

Raymond Larmi commented on 4/9/2011
Great Job Mr. Speaker

Verna Stroud commented on 4/9/2011
This is just the beginning. Now prove to us that you are worth what we are paying you. Follow up on this at regular intervals, hold departments accountable and do not forget "transparency". All of the department heads Obama appointed without a congressional vote should also be scrutinized. Any area that is not essential to the daily operation of our government should be shutdown and only reopened after it is proven to be of any use. EVERYONE (and that includes you) now needs to tighten their belts and make this incident a thing of the past. Never again should we have such unprecedented government spending.

James Pecoraro commented on 4/9/2011
It's a very small start, pennies thrown at the millions of debt dollars, perhaps a shutdown would have saved more! after all the hoopla, it's dissappointing, guess it could be worse, could have spent more! when dems are in power they cram trillions in debt down our throats, then when supposedly we get power , we have to be nice , keep the rules, do it fair, SCREW THAT, we are at war with socialism, I hope we start actually fighting back, HARD!

Linda Momberger commented on 4/9/2011
We have to get government spending under control. I believe however, that taxes should be raised for everyone. We also need a President who is experienced in governing. Talk is cheap, but we need a commander is chief who can preform. No one can expect a President to solve all the problems in one term, however they also do not need to create new problems as this President did.

kathleen ward commented on 4/9/2011
I want to thank Speaker Boehner for his tough negotiation and support of the Tea Party preferences on spending reduction. This is a great start at a return to fiscal responsibility. It gives me much hope that the Republican Party has returned to one of smaller more efficient government. I especially applaud the continuing fight to end Obamacare. Thank-you, and keep it up.

Richard Samsal commented on 4/9/2011
All I see here are "promises" to do something that clearly will be broken by the Democrats at every turn. The failure to tie the repeal of obamcare to the passage of this legislation just means they will turn their back on it at the first opportunity. I'm surprised you didn't get the Brooklyn Bridge as part of this "deal". Thoroughly disgusted with Republicans for failing to stand firm. In a game of chicken, you just blinked and will have zero credibility going forward with the citizens of this country. Failing to defund the 105 billion hidden in the Healthcare debacle would have let you reach your goal in one effort. But you didn't do it...It's bad enough we two missing on-the-job Senators, McCain and Kyl, now we have no one who can lead the House...

Joshua Anderson commented on 4/9/2011
We need TRILLIONS IN CUTS you fools :( God, you people and your politics are gonna doom us all.

Oscar Soares commented on 4/9/2011
Mr. Speaker, You have let the conservative movement down, you have caved in, you have shown no back-bone. You have surrendered all power Republicans won in the Nov election and you have given the Democrats and President Obama a huge victory. As a republican I will donate money to a possible tea-party challenger during the next primary. You're a RINO! No Regards

This one was worth emphasizing (spaces added)

THE LARGEST SPENDING CUT IN AMERICAN HISTORY-The equivolent of two days of borrowing is not what I call good. Three times that amount would have been good.

HUNDREDS OF BILLIONS IN SPENDING CUTS OVER THE NEXT DECADE- is this cut off of what is proposed to be spent or off of what has been spent in the past. Big difference.

OFFICIALLY ENDS THE “STIMULUS” SPENDING BINGE.- Begins to reverse. By the time it is reversed it will be too late. Closing the barn door after the horse is out.

GUARANTEES SENATE VOTE ON REPEAL OF OBAMACARE. - and just how far do you thing this will go? Will Harry Reid even let a vote arise on it? Be real.

NEW TOOLS IN THE FIGHT TO REPEAL OBAMACARE- and the senat e will vote yes and the president will sign.

SURE HE WILL DENIES ADDITIONAL FUNDING TO THE IRS- Wow they get to stay the same as they are .

GUARANTEES SENATE VOTE & DEBATE ON DE-FUNDING PLANNED PARENTHOOD.- Again, WOW! we'll talk about it and vote on it but that is as far as it goes. It is defeated before it starts like most of the stuff above.

BANS TAXPAYER FUNDING OF ABORTION IN THE DISTRICT OF COLUMBIA- almost good but every mother will have a life or death situation.

MANDATORY AUDITS OF THE NEW JOB-CRUSHING BUREAUCRACY SET UP UNDER DODD-FRANK- WOW AGAIN, we are going to audit you and tell you how bad you are but we won't do anything about it.

IN REALITY MR. SPEAKER, WHAT DID WE GET OUT OF THIS THAT IS SINK YOUR TEETH INTO TANGIBLE? WAS THIS JUST AN EXERCISE IN MAKING US THINK YOU ACTUALLY CARED ABOUT US AND THE NATION? OR , WAS IT AN EXERCISE IN STRENGTHENING THE LIBERAL HOLD ON OUR NATION WHEN THEY SEE WE WEAKEN SO EASILY? DID YOU LEARN ANYTHING ABOUT NEGOTIATING? i AM DISAPPOINTED MR. SPEAKER.

7. I can't believe what a trap Boehner fell into. And he gave up more than I ever thought he would.
