Boehner: Spending cuts that don't cut spending are 'real cuts'

Yesterday, news began to spread that the spending 'cut' deal negotiated by John Boehner doesn't actually cut spending—not even discretionary spending. The news gives conservatives, who had already begun bailing on the deal, yet another reason to oppose it. Even National Review is urging a no vote.

And now John Boehner has reacted to the brewing controversy, on Twitter:



His point? The cuts actually are cuts to budgetary authority. That's true. But spending isn't measured by budgetary authority. Spending is measured by, well, spending. And because they cut budgetary authority in spending accounts that weren't being fully spent, they didn't actually cut spending. That's actually a good thing for the economy, but it sure isn't what Boehner has been selling to the tea partiers. He told them he cut spending, not budgetary authority. And he's going to have a helluva' time convincing them that they are "real cuts" when spending—even discretionary spending—is growing by $15.7 billion over FY2010 levels.

One of two things happens here. Either the GOP walks the plank and votes for a spending 'cut' deal that doesn't really cut spending, or enough of them vote against the deal that Boehner needs to turn to Nancy Pelosi in order to get the votes to avert a government shutdown. Either way, when it's all done, there are going to be tears in John Boehner's eyes.

Wasn't there a cut to the Census budget for the amounts not spent during the Census?

Wouldn't the remaining amount in the budget been returned at the end of the fiscal year regardless of what they just agreed to?

But pay close attention to the partisan breakdown. Most Democrats opposed the deal (81 to 108) while most Republicans supported it (179 to 59).

That's good news for Boehner, right? Well, not really. The day after the deal was struck, GOP leaders said they expected some defections on this, but thought the total would go no higher than 40, and the leadership was prepared to "work strenuously to keep the number below 30."

The final tally of GOP defections was 59.

Also note, this means divisions among Republicans were so significant, the budget deal would have died, rather easily, were it not for House Democrats who once again saved Boehner.

I'm sure the Speaker is pleased the deal went through, but he can't be pleased with the margin -- a fourth of Boehner's own caucus rejected the budget deal he personally negotiated.

The fighting's over. For the next several days, at least.

Following the House's lead, the Senate voted Thursday 81-19 to fund the government through September. The government shutdown that many observers expected -- and that nearly came to pass -- will not happen. For now.

Though the fight over government funding has been resolved, Republicans and Democrats will now fight overlapping battles to raise the national debt limit and fund the government next year. Each of those fights could result in government shutdowns, too. A default on U.S. obligations would have much farther-reaching consequences.

The Senate also killed two House-passed "corrections" to the spending bill -- one that would have defunded Planned Parenthood and another that would have defunded the implementation of health care reform. Now the legislation heads to the White House for President Obama's signature.
