Dennis is a tool. It's hard think of our very limited, no boots on the ground supporting role in the Libyan "conflict" as a "war." I don't even think it rises to the level of "war' from a Libyan standpoint. It's an internal conflict/unrest in an effort to oust a dictator, not an all-out war.

unless they had no choice.
Until we reform the election process they'll continue to do anything they can get away with if they think it is in their own best interest regardless of the constitution or the best interest of the public.

When you create a government with 3 "co-equal" branches, your government will at times find itself trying to determine which branch controls a certain situation.
That Ambiguity was not an accident. The Ambiguity itself slows everything down. Which was the founders actual intent.
The founders distributed the powers, but they way they did it left lots of gaps.
Take the Iraq war. Congress never declared war, but instead GAVE their authority to Bush. If we want to get into a fun fight, I could argue that BUSH needed to be impeached, along with every member of Congress who voted YEA.
Our Constitution is intentionally vague. So that it can be interpreted in the time frame after the founders passed.
I think it was Sutter who said it was a "living document". I think that is correct.
How it applies today is different than it was 200 years ago, and the 2 branches get to stake out their positions every time a new situation arises.
