Resigners usu. just issue a statement, so it was a bit out of the norm. But some resigners do give an "I'm resigning" speech.
That's all. It didn't go well, so they think it was a bad idea...that he should've known there would be hecklers, etc.
I understood why he gave it, I guess. A sort of goodbye to everyone, some thank you's, and another apology. I actually don't think it went that badly. It was good to see him say farewell.
