In its current form it did not. Carter's EO consolidated many of the responsibilities for emergency disaster into FEMA. It existed but not in its current form.

I think the "helping one another" is valid...I saw it in Nola...people helping neighbors.
BUT...in a large city, it is not enough...or in a situation where the city can not help itself -- all are in deep shit. The feds have to help.
I didn't see any of the Nola neighbors walking to the Nola convention center with water and food...I was 500 miles away and wanted to do that.....But, the city (unbelievably) was closed to outsiders.

as well would be much help in the long term beyond friendship and understanding..
and beyond that, you cant just rely on the goodness of peoples hearts... while people are compelled to help when something tragic happens, they are quick to forget once theyve done their part in the immediate (most people , not everyone obviously)..
i mean, i cant even begin to imagine what NO would have been like if it had been the late 1800s with the same exact storm and the same exact population ..

The the U.S. Constitution states:
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

So, to me it seems that things like health care, medicare, social security, education, etc would fall into the 'general Welfare' category.
