Statement of U.S. Senator Russ Feingold on Victories For Wisconsin in the Senate Health Care Bill

Wednesday, December 23, 2009

“The Senate health care reform bill includes some important victories for Wisconsin. The bill will bring more Medicare dollars to Wisconsin by fixing the unfair reimbursement formula that has siphoned money away from the state for years, and by rewarding the high-quality, low-cost care practiced at places like Gundersen Lutheran and the Marshfield Clinic. Wisconsin taxpayers also win because we will see a boost in Medicaid funding, so our state isn’t penalized for its leadership in expanding coverage. I worked with my colleagues to make these changes because they are good for our state, and good policy overall. While there are a number of things in this bill I don’t support, like the lack of a public option, I am pleased to support these important gains for Wisconsin.”

Victories for Wisconsin in Senate Health Care Bill


Tomorrow, the U.S. Senate will vote on passage of the most sweeping health care reform in generations. While the bill is far from perfect, Senator Feingold supports the bill because of what it delivers for Wisconsin, and because the cost of inaction is simply too high. Here is some information how the bill will improve health care for Wisconsinites, and about the cost of inaction in our state.

The Senate Health Care Bill is Good for Wisconsin

Wisconsin benefits from an improved Medicare reimbursement formula

  • Senator Feingold has worked to get Wisconsin its fair share of Medicare dollars, and his efforts have paid off in this bill. The bill ensures physicians and hospitals will begin to be rewarded for the quality of care they provide instead of the quantity of care. Wisconsin hospitals are national leaders in providing high-quality, low-cost care.
  • Senator Feingold has been a leading voice in the Senate for reform of the flawed Medicare reimbursement formula that pays rural health providers less than their urban colleagues. The health reform bill finally addresses this inequity and ensures more money for Wisconsin’s rural providers.
Wisconsin benefits from new consumer protections

Senator Feingold hears from thousands of constituents who are denied health insurance or dropped from their insurance coverage because they became ill.

  • This bill ends:
    • Predatory tactics by insurance companies
    • Denial or restricting of coverage based on pre-existing conditions
    • Annual and lifetime limits on coverage

  • This bill guarantees:
    • Consumer access to the health insurance plan of their choice
    • The right to renew that plan, and the ability to shop for the best coverage that meets their needs.
    • Federal assistance will be available for individuals and families up to 400 percent of poverty, and small businesses to help pay for health insurance.
Wisconsin Receives More Medicaid Assistance

  • Senator Feingold fought for Wisconsin’s fair share of Medicaid dollars by demanding the legislation account for the state’s leadership in expanding coverage to low-income populations through BadgerCare. As a result, the bill will provide an additional hundreds of millions of dollars in Medicaid assistance for Wisconsin.
Wisconsin seniors benefit from Medicare security and lower prescription drug costs

  • The bill pledges to close the “doughnut hole” in the Medicare Part D Prescription Drug benefit. Seniors will benefit from an immediate $500 credit in 2010 to postpone “doughnut hole” spending, and will receive a 50% discount on “doughnut hole” spending on brand name drugs.
  • The bill strengthens Medicare and prevents cuts to doctor reimbursement, while ensuring seniors have continued access to the physician of their choice.

13. It's a small mind that assumes that everyone who disagrees with his/her
opinion, caved or sold out or was bought or is evil or whatever.


Sometimes people have to make tough decisions. They weigh what they believe are the positive and negative ramifications of a decision and.... decide.

6. Looks like Russ just threw himself under the bus.
It's looking like the far lefties have been left out in the cold. I guess they can snuggle up to Jane Hamsher and Matt Tiabi and see how far that gets them since niether of those two bozos have any influence on anything other than what they eat for dinner.

14. really? I already have affordable subsidized private insurance
administered by the state so I actually have some experience with this. Do YOU? My insurance is quite good. It costs me 60 frickin' bucks a month and it covers everything from mental health services to dental.

15. I disagree with Feingold, and I believe his comments are politically motivated.
What I say his comments are politically motivated, I don't mean that Fiengold is worthless, or needs to be thrown under a bus or something like that. What I do believe however, is that you will hear virtually every Democratic Senator making full-throat arguments for how "amazing" this bill is because they want to get reelected.

Not too many Senators are going to talk down they key policy implementation tied to the Democratic party and tied to their work as Senators. So it is in their best political interest to talk in positive hyperbole about this bill, saying that its the greatest thing to happen to humanity since the wheel. :)

Again, that doesn't mean Feingold should be "dead" to us or something just because he is a political representative and plays that game. But I'm a realist when it comes to Senators issuing statements about how great this bill is. I've heard that about other terrible bills many, many, many times.

The trouble, as I see it, is not in lists of what the bill will do. Though there are times when they way certain things the bill will do is described are somewhat disingenuous or leave out key exceptions, exemptions or other qualifiers that do much to nullify the positive.

But the biggest trouble is not with the benefits they list, but with the critical problems they do not talk about at all.

My issues do not stem from a belief that all of the bill is bad, that there is literally zero good in it. My issues stem from a belief that there are enough show-stopping problems and remaining critical flaws so that the good is largely negated.

I can read Feingold's statement, then I can read the statement from the National Nurses Union side by side. And I find their criticisms to be more compelling than Feingold's list of goods. To me, it feels like there's more wrong with the bill than right with it, even though you can still generate a list of "good" things it is supposed to do.

Having said all that, because my primary interest is the needs of poor and working class individuals and families, I sincerely hope that he is right and that my concerns turn out to be wholly unfounded. I will dance in the streets if that turns out to be true.
