Question: If motion to proceed to debate on HCR fails to get 60 votes on Saturday,
what sort of "second chance" is there for the bill - or is it dead?

1. I can't believe that Reid would even consider a Saturday session if he didn't have exactly 60 votes
If it does fail, however, then a bill stripped of the public option would likely get a run and then fixed in Conference.

in senate, right?

8. I believe debate is still open when it goes to conference. Cloture is needed.
But Reconciliation post Conference...

3. I think
I think any Senator that votes no basically reserves the right to bring up the legislation at a later time. Maybe that's only in the house but I know in the past there have been cases where one Democrat voted against a bill they supported just for that purpose. The other option is to gut the bill and send it back up.
