Some of the intelligence that made the raid possible was collected under the previous administration. But I guess you're right that since Obama is CIC right now, it's his call alone whether or not to authorize this kind of thing. But since there is no other CIC, I don't see how your framework could allow for any other person to take credit.
I'd say the lion's share should be split between all of the informants, analysts, and military personnel that made it possible.

It was his fault that a sand storm clooged filters and create conditions for a helicopter to crash. But cutting a deal with Iran to hold the hostages until after the 1980 election was a noble thing for Reagan/Bush to do. I credit Obama only for having the guts to do the right thing and go after him, given the risk that the Right would have held him totally accountable for the any number of ways that this mission could have failed.

His choice resulted in the difference between a successful mission and a crater with who knows how much collateral damage, possibly including never knowing what happened to Bin Laden.
