Paul Ryan Gets an Earful as Tour Bombs

Source: Common Dreams

KENOSHA, WI — Paul Ryan, the smooth-if-not-always-substantive congressman, is the darling of the D.C. talk shows. The House Budget Committee chair, chosen by GOP House leaders to respond to President Obama’s State of the Union Address, is the prime pitchman for the Wall Street lobbying agenda on everything from privatization of Social Security to tax cuts for the rich. During Congress’ spring break, he took his show on the road. U.S. Rep. Paul Ryan, R-Janesville, makes a point during a listening session held Friday, April 29, 2011, in Union Grove. (SCOTT ANDERSON - Racine Journal Time)

When he claimed that he was serious about balancing the budget, someone in the crowd shouted: “That’s not what the Congressional Budget Office says.” And the room erupted with cheers for the correction of the congressman’s attempted deception.

When Ryan claimed his Republican budget plan would save Medicare and Medicaid, the packed room erupted with shouts of “Liar!”

When Ryan claimed that he didn’t want to replace Medicare with a voucher system but rather with “choices,” a woman piped up: “You can call it what you want, but don’t tell us that it’s still Medicare.”

things might look a little different. The numbers are unbelievable. Something HAS to give.

These numbers can't be dealt with, without some serious cuts.

and it all goes away. We don't have a spending problem, we have a REVENUE problem. 30+ years of tax anathma by the supporters of the rich and cutting regulation and taxes on profit making companies have taken their toll on the REVENUE side of the budget.

105. I'm talking an 80% income tax for everyone in the future
Because that's where the numbers are going in order to pay this behemoth off. Way too many promises in entitlements were made long ago.

Remember, the national debt is $46,000 for every person in the country today. It's just growing with interest from there.

That's not even counting the unfunded liabilities. You can't collect enough taxes to make that up. There's not enough money in the world.

37. Take a look a the tax rates from the United States in the past, starting in 1946.
http://www.taxfoundation.org/files/fed_individual_rate_history-20110323.pdf

Above a 90% rate, and the country had some of the best financial years it ever had, or that any country ever had.

Only Ronnie Raygun and his acolytes believed that lower rates are better for jobs and growth. Just the opposite - with high marginal rates, the cost of just parking money becomes high - it MUST be reinvested in plants, processes, research, all tax-deductible items.

The way it is now, we know that business has a minimum of $2 TRILLION parked and doing nothing - why should they? The incredibly bargain basement rates we have now make the cost of holding cash negligible. Nothing has to give. We just have to start paying for what we get, instead of charging.

83. The 90% category is for those who have the most and who use government
services the most.

For instance, when a 20 bedroom home catches on fire versus a trailer house with 2 bedrooms, which uses more fire engines, firefighters, etc?

Who uses taxpayer-built and funded airports, homeless folks or wealthier frequent fliers?

Who wears out more pavement - bicyclists or someone being hauled in a limo?

On and on. Services must be paid for; they're not free. Seems unreasonable to let the wealthiest, most resource-consuming folks off with a free ride. I admit for the last 30 years, we love welfare banks, billionaires, and corporations, while we demonize the young, the homeless, the old, and the ill, but I don't think that's right.

Those who use the most should pay the most. Fairly simple.

84. Income Tax Rates over 90% were in affect
from 1944-1963 and applied to TAXABLE INCOMES in excess of
Four Hundred Thousand Dollars. When people mention those
high rates that were a result of wartimes WWII, Korea and
Viet Nam. Our biggest fiscal problem right now just happens
to be the attempts to finance wars with ONLY borrowed funds.
Which did not work in the War of 1812 and the nation very
wisely adopted an income tax to finance the Civil War and
subsequent wars. We not only have to fight them we have to
pay for them when it comes to wars. I suggest we find a way
to prevent them if at all possible. Which just happens to be
through the UN right now, like it or not.

101. They aren't paying 90%- they're paying 90% on earnings over a certain threshold.
So, for example, they pay 30% of the first $300,000; 40% of the second $300,000, 50% of the third $300,000.

At that rate, people would only be paying 90% on earnings over $2.1 million.

And I think that's reasonable. It certainly doesn't represent the same impact of taxing people making $30,000 at 20% in terms of purchasing power and quality of life.

Not being able to buy a third yacht isn't the same and choosing between food and medicine.

104. The last year we had a marginal rate over 90% was 1963
Back in 1963, that applied to the first dollar earned above $400,000 (for joint filers). Expressed in 2011 dollars, a fat cat wouldn't hit the 90% rate until and only on earnings above $2,921,137 dollars. Today's marginal rate on that income is 35%.

The marginal rate on someone at today's median income, $50k, in 1963 was 22%. Today it's 15%.

So we (or our marginally representative politicians) gave a marginal break to the highest earners of over 50% while giving the gullible median only 7%. but it gets worse!

Back in 1983 Reagan's Greenspan Commission saved Social Security for the next 75 years, cough!, by raising regressive FICA taxes from 5.35% to 6.2%. combining that with the employer paid portion (which conceivably otherwise could be paid in wages) amounts to a 1.7% tax increase.

So while stealing a 55% tax break for the wealthy, our political class mollified us with a little over 5% break for the true middle, leaving us with a sizeable debt. Now what do they want us to do? Pay for it by cutting social security and Medicare!!!

CLASS THEFT, pure and simple. Hopefully we don't let them get away with it anymore.

110. You do understand that these are MARGINAL rates, right?
No one ever paid 90% on ALL their income. They paid the exact same rates on their first $5,000, $10,000, etc. of taxable income each year that everyone else did. They also had deductions available, if they chose to take advantage of them. No one was penalized for making money, they were penalized for hoarding it.

38. The Answer to reducing medical costs is SINGLE PAYER !!
The way to reduce the cost of medicare is to reduce the cost of medicine by eliminating insurance companies. We need this for our budget and to be competitive with the rest of the OECD which is generally paying 1/3 to 1/2 the cost of medical care per person in their society and covering everyone, with quality care.

The answer is NOT cutting carer because we can't free our thinking!

51. Absolutely.
Peoples illnesses and health should not be a money making undertaking. It is so immoral (at best) to allow "for-profit health insurance companies." We are the only civilized nation in the world that does this for basic health care. In some countries you can buy addendum's that allow luxuries in your hospital stay. We have let the wealthy and the lobbyists decide who lives, dies or is permanently disfigured in our country, to increase the wealth of a few. It is unconscionable.
Remember when it was (at least) illegal yo refuse to treat a person based on their ability to pay? It has not been that long ago.
Currently, I have a son with a torn ACL and I have good insurance. The Physical Therapy company called my insurance, (I do not have a co-pay) and asked at what percentage they were currently covering my son's injuries. It is 75%. So, when I take him to physical therapy 3 times a week, I have to pay 25% of the charge on the spot.
I had never seen this until I moved (back after 20+ years) to TN. Every Dr. or hospital I have taken him to demands payment at the time of service, even though I have insurance. It is sickening that people who are are supposed to put the health of their patients first, actually put money first.
I understand that they must pay their overhead and Dr.'s, etc... but this is sickening. At least I have insurance (for now) or we would not be treated.
My sister was diagnosed with cancer recently, through the Health Department, because she does not have insurance. She has to be treated at the health department. She hopes (very much) that she will temporarily receive "TennCare" insurance through the state, at least until they are able to treat her cancer (and MERSA) that she got after a hospital visit last year, and has re-surfaced.
What better way to tell your citizens that they are expendable if they are poor, let them die. Hell, they can't profit from them.

43. I haven't paid anything in taxes in years.
Want to know how?

I'm a "small business owner".

With one employee... myself.

The others I work with are "contractors", who have their own tax plans.

I make almost no taxable income.

The books say so.

That last sentence is what's wrong with the tax code, from me, to GE... if you know how to legally make no taxable income, while still making money, turns out that people and organizations will do just that.

Cuts aren't the solution. Reforming the tax code is.

If we want a military that costs more than the rest of the world combined, we need to pay for it.
If we want to protect seniors and educate children we have to pay for it.

This idea that low taxes are our highest ideal has got to give.

Cuts are harmful to the economy.

Go compare the 30 years before Reagan took office (with top rates never below 70%) with the 30 years after Reagan first took office (with top rates never above 50%).

The difference is clear. Any objective observer will come to the same conclusion.

*The 90% rate is for the highest income bracket, I assume your 80% comment was the same.

56. Don't believe the hype
Getting people back to work and making the rich pay a fairer share will probably be enough to alleviate much if not all of the problems. Long term budget projections are notoriously inaccurate just like long term weather forecasts.
The GOP is desperate to spread the lie that government runs like a household budget or business. It doesn't and it shouldn't.
Your children or grandchildren will not be paying 80% income taxes simply because then they wouldn't be able to spend money on anything but survival and no corporation could survive with that.

But you are right, something has to give.

Let me ask you a question, when you are balancing your household budget do you look at the big ticket items or do you focus obsessively on the 23 cents you spend once a month on trivial items? The reason I ask is that our military is bloated, our corporations aren't paying a dime, and the top members of the parasite class are not contributing dime one to the country which made them rich.

So where do you suggest that we give something? Should we just start with the poor and then cut up from there? I mean, fuck em if they aren't lucky enough to have a rich daddy. Obviously they are a drain on society along with them there illegals.

112. There are only 2 classes: the working class and the parasites.
I know my saying this is a form of reframing but it is time that we put the labels back where they belong. Parasites are those who: take corporate welfare, dodge taxes, buy elections, subvert democracy, demand bailouts, etc.

The working class includes anyone who works and that ain't the rich and self-entitled. And the sooner the middle class shakes of the dust of ignorance and reizes that they have much in common with the poor and nothing with the parasite class, the closer we'll be to riding the John Galters out of town on a rail.

Viva la revolution.

It forced the richest people to reinvest in their business, otherwise they'd have to pay 70% in taxes. So they invested in their companies and grew the economy and created jobs. If rethugs keep giving the rich all of the money, why would they need to create jobs? Out of the goodness of their hearts?

95. try reading up on the CBO's #s - the Repub. plans make it worse.
There are plenty of ways to make the budget better - negotiating drug costs like France, Germany and many others do; cutting out insurance company profits and going to single payer; cutting military spending substantially; etc.

99. CUT THE FUCKING MILITARY BUDGET AND END THE DRUG WAR
And while we're at it, put everyone in the country in the same insurance pool with the old and sick, balancing out the risk. Take the for-profit insurance industry out of the equation.

Know what that's called? Single Payer.

Then crunch the numbers. Don't tell me we can't afford to insure old people.

106. I agree on all by means-testing...
because means-testing is a backdoor attempt at subversion pushed behind closed doors by conservative interest groups. Really, I used to do that work...it's all about eliminating rich people from eligibility so that conservatives can attack Soc. Sec. as a welfare-like entitlement to "parasite" lower-class elderly people.

If those assholes had their way, we'd all drown grandma on her 75th birthday before she became a social burden vampire upon American "prosperity"...prosperity that only the "haves" are entitled to, mind you.

No means-testing ever. It's a poison pill.

111. Yes...ending the tax cuts for the rich is what has to give!
The wealthy are taking from your children!

Twenty years ago CEO's made 40 times more that the lowest paid person in a company. Today they make 400 times more!! How much more will it be when your children are working???

Tax cuts for the rich did not trickle down. Ten years of tax cuts did not create more jobs. Unless you consider all the new jobs it created in countries like India!!! That didn't benefit any of us, it just made the rich richer Tax cuts for the wealthy have benefited NO ONE except the wealthy!

I would really like one republican voter to tell me what the last ten years of tax cuts for the rich have done for them personally. They need to start thinking for themselves, do their own research instead of allowing Hannity, Limbaugh and others tell them that up is down.

That is exactly the rational outcome for the HCR bill, as states set up their own systems and more and more people see that they can save money for health care, right along with the states.

Similar to Canada's progression to a nation-wide health care delivery system.

In the meantime, we must protect those who they would throw under the bus and make sure we deliver the numbers in the Senate and the House, as well as in our state legislatures and governor's mansions. Or we're going to lose a lot of people before it's over.

Armed with information, that is. Between citing the Congressional Budget Office, and the comment about "Call it what you want, but it's not Medicare," it sounds like the crowd was ready for every mindless talking point Ryan could regurgitate. This could be one of the reasons Republicans hate educating the population; reality and its well-documented liberal bias isn't something they want to intrude on their diktats to the masses.

20. From your link
That search should start, Cantor said, with a list of GOP proposals that would save $715 billion over the next decade by ending payments to wealthy farmers, limiting lawsuits against doctors, and expanding government auctions of broadcast spectrum to telecommunications companies, among other items.

They really are incorrigible aren't they?

Ending payments to wealthy farmers I can get behind.

Limiting lawsuits? That's the insurance companies talking again. How does limiting lawsuits against doctors affect the federal budget?

I suppose broadcast auctions could bring in some revenue, but I can't believe it would be much in the scheme of things, especially when you consider that whatever the Republican plan is for those auctions it was likely written by the telecommunications companies.

Prez O. As the so called legal system is trying to repeal HCR which is a ploy to keep their followers focused on which I guess is not working right now. If they are able to repeal HRC "mandate" or even repeal most of the HRC, than their followers will be next in line regarding the take out and put in vouchers concerning Medicare, but Medicaid and Medi-cal will be no more.

The rich will have and the people who can't afford will not. Same with the schools, and so forth. It's like the gopers want the people who can't afford to not ever afford, just suffer. That don't give a damn.

Maybe people are starting to pay attention, finally?

From the article:

"When Ryan claimed that taxes needed to be cut for corporations and the wealthy in order to create jobs, he was greeted with a collective groan from hundreds of workers in a town that recently lost a major auto factory. One man yelled: “We’ve been cutting their taxes for 30 years and what did it get us? Outsourcing and layoff notices.”

65. Yeah!!!!!!
I think Ryan and the GOP have been surprised that the public is opposed to creating a voucher program for Medicare. I am surprised they didn't float some trial balloons before making the formal proposal.

Further the Democrats have been successful in highlighting the fact that at the same time the GOP wants to gut program after program, privatize Medicare and significantly increase costs to future seniors, they want to cut corporate and millionaire tax rates by 10%.

Let's keep at it. I think there will be some interesting surprises during next year's election cycle.
