Should fast-food meal toy give-aways be banned?

1. They should only be included with healthy kid's meals.

A cheeseburger with fries - nothing.

A veggieburger with a salad or steamed veggies - something.

they give them good healthy food most of the times. but once in a while they want to treat them and buy a happy meal with a toy ......

just once can't they have the burger or nuggets with fries.
