“Instead of forcing radical people to change, the government should have encouraged them to use logic,” terrorism analyst Noor Huda Ismail told a seminar in Jakarta. “What can they gain by bombing people? Just ask them to think.”
Noor said the state should pay attention to prisons because they have often been used to spread radical ideologies. He added that the government’s deradicalization program did not provide any guidance for people to return to mainstream beliefs.
“A former Moro combatant who works for me has to report himself to the police regularly, but all he has to do is sign a document,” he said, referring to the radical Islamic movement in the southern Philippines. “He was never provided with guidance or involved in discussions.”
