1. Done. He should fill ALL vacancies with recess appointments
If that means circulating new people in and out of the positions every few months, so be it...it will give MORE people experience doing this work and give them a record of success that will make it hard for the Right to justify keeping them out if they're up for confirmation later.

If the 'Pugs are going to disrespect the confirmation process, we can take control of it away from them. NO reason not to.

3. What you said.
Stonewalling Republican Senators have long ago forfeited their right to participate in the confirmation process.

4. The GOP refused to adjourn. So the Senate is in Pro-forma Session.
Therefore since they are not in recess President Obama can't make any recess appointment.
There is chance that the GOP will pull the same stunt during every break between now and the end of the year.

January 2012 the new Congressional Session will have to begin.
It is possible that the GOP will continue to block adjournment (and go into pro-forma session during each holiday for the rest of this year) and could stay in pro-forma session after Christmas and New Years up until 2 minutes before they have to start the new session.

Anyone have a citation regarding any past precedent regarding this issue?

Bottom line is the GOP is playing dirty and they suck!

6. To be fair, we did the same thing when Bush was in power
after we gained control of congress. I think it's a shame that these stupid legislative tactics exist, it would be nice to have just *one* congress where everything gets an up or down vote.

7. Do you know how many times the dems did it to the repub Congress?
Was it for half a year, or several times, or for only one chuck of time?
I haven't heard any details of what happened back then.

It will be interesting to see how many times the GOPers do it to us this year.
