Madison -- Justice David Prosser asked his first set of questions of the state Department of Justice about an hour and 20 minutes into the hearing.

Prosser asked Assistant Attorney General Kevin St. John if public employees might have to make back payments for their health care and pensions.

"They may," St. John replied.

St. John is asking the high court to declare the law went into effect on March 26. The law was to require state and local workers to pay more for their benefits.
