because if the "waste water" treatment facility goes down will get very stink, very fast.
Or, to put it another way the sh*t will hit the river

Several cities have treatment plants that aren't functioning already. Mo River (my plant) has shut down it's South inlet because it is under water. That means the dirtiest water (meat packing and industry) is not getting treated. That is about 6 million gallons a day going straight into the river.
