What will be the Republican response?

They will pretend they want to work together to solve the problem but then they will say, "The problem is not that we are taxed too little, it is that we spend too much." And we are still at square one, after all the speechifying. Call me naive....or cynical.

two branches of Government--the Senate and the
Presidency.

How did they permit the Republicans to establish
the parameters and call the shots. That is what
has happened.

6. No, they'll keep saying Obama isn't being a leader on it.
When Obama pointedly said (and is correct about) that it's the job of the Congress to set the budget. If they want the President to do it, fine, then don't come to the table, but don't expect to be served supper either.
